# Sacramento Web Design, Website Development and SEO

Plus AI search and Google Ads from Roseville to Elk Grove

Kihan Marketing is a digital marketing agency. We help businesses across the Sacramento region with SEO, website design and development, AI search, Google and Meta Ads, local search and social media. Property management, med spas and healthcare practices are specialties.

From Roseville to Elk Grove and from Davis to El Dorado Hills, we help your business get found on Google, named in AI answers and picked when the customer is ready. We work remotely, in accounts you own.

## SEO services for Sacramento businesses

Most [SEO](https://kihanmarketing.com/services/seo/) work for a Sacramento business comes down to pages: one for each service you offer and one for each place you serve.

Around the capital, some of those places are cities, such as Elk Grove and Citrus Heights, and some are county communities, such as Carmichael. We handle the technical SEO, schema markup, content and link building behind each page.

- Technical SEO and site audits
- Schema markup
- Content that answers real questions
- Link building
- Pages for each community you serve
- Search Console set up in your name

## Website design and development in Sacramento

We design and build [websites](https://kihanmarketing.com/services/web-development/) on WordPress or Next.js, with custom code where a site needs it. We take on redesigns, speed work and maintenance as well.

In 2022 a California appeals court found that the website of a retailer with no physical store was not a place of public accommodation under the ADA as written. A 2026 Assembly bill that would have given businesses a defense for fixing their sites went to the inactive file in May, so it is not law.

Our [ADA compliance](https://kihanmarketing.com/services/web-development/#ada-compliance) work tests a site against WCAG 2.2 at level AA, whether or not we built it. We fix what fails and test it again with a keyboard and a screen reader. It is technical work, not legal advice.

- New websites and redesigns
- WordPress development
- Next.js, React and custom code
- ADA compliance (WCAG 2.2 AA)
- Speed work and maintenance

## AI search, ads, local and social in Sacramento

### AI search

We work to get your business named in Google's AI Overviews, ChatGPT and Perplexity. That work is called answer engine optimization (AEO) or generative engine optimization (GEO).

Google’s guidance for its AI features is plain: no special markup, just pages it can index and a Business Profile that is up to date. So we write short answers an assistant can quote. Customers here ask whether you cover Roseville and Elk Grove, whether a rental is under the city’s rent cap, or what the levees mean for a Natomas home.

### Google and Meta Ads

We run pay-per-click (PPC) campaigns on [Google Ads](https://kihanmarketing.com/services/paid-ads/), and paid social on Facebook and Instagram. We can build TikTok and LinkedIn campaigns when they fit.

The four counties are not growing alike. Placer County added 7,802 people in the year to July 2025, and most of that gain came from net moves in from other US counties. Sacramento County lost more residents to other US counties than it gained from them. So we set budgets by county and by town, not as one circle around the Capitol.

Google’s default location setting also reaches people elsewhere who have only shown interest in the area. For a local service we switch it to people who are in the area or regularly there, so a Roseville budget is spent on people in Roseville.

### Local SEO

We handle [local SEO](https://kihanmarketing.com/services/local-seo/) and the Google Business Profile itself: categories, services, hours, photos and a weekly review process.

Sacramento County provides city-like services to the many residents who live outside its seven cities, in communities such as Carmichael, Fair Oaks and North Highlands. No city government stands behind those names, but they are where your customers live. A Business Profile can list up to 20 service areas, so we list the communities you actually serve by name instead of one line that says Sacramento.

### Social media

We manage [social media](https://kihanmarketing.com/services/social-media/) and plan it around the Sacramento calendar. Aftershock comes in early October, and the California International Marathon runs from Folsom to the State Capitol in December. From 2027 the California State Fair moves from July and August to September and October, and Cal Expo gives rising summer heat as the reason.

Our [brand design](https://kihanmarketing.com/services/brand-design/) covers logos, identity, guidelines and the graphics your posts and ads use, so the business looks the same on its site, its profile and every post.

## How the Sacramento region splits local search

Sacramento-area search splits by county, by unincorporated places such as Arden-Arcade, and by which side of the American River a neighborhood sits on. The metro is four counties: Sacramento, Placer, Yolo and El Dorado.

1. **Four counties, not one city.** Roseville and Rocklin are in Placer County. Davis, Woodland and West Sacramento are cities in Yolo County, so West Sacramento is not a Sacramento neighborhood. El Dorado Hills is in El Dorado County. Roseville lies north of the City of Sacramento and Elk Grove lies south of it. Google weighs how close a business is to the searcher, so a profile in one does little for a search made in the other.
2. **Arden-Arcade has no city hall.** About 95,000 people live in Arden-Arcade, close to Folsom’s population, and Sacramento County runs its local services. People still search by the name, so a business that works there needs a page that uses it.
3. **The river divides the neighborhoods.** The American River Parkway runs about 29 miles from Folsom Dam to the Sacramento River. Arden-Arcade and North Sacramento lie north of the lower river, and downtown, Land Park and South Sacramento lie south of it. A business that works on one side should name the neighborhoods on that side.

### Sacramento region in numbers

- **603,380** people live in unincorporated Sacramento County, more than in the City of Sacramento
- **24.2%** of Sacramento metro jobs were in government in 2025, against 14.8 percent nationally
- **42** miles of levees surround the Natomas Basin, guarding it from two rivers and two canals
- **32** days at 100°F or above in Sacramento in 2024, the most since 1988; a normal year has 14

## Med spas, roofers, property managers and real estate agents in the Sacramento region

California sets most of the advertising rules for these four fields. The City of Sacramento adds its own rules for rentals, and state flood disclosure rules matter in basins such as Natomas that sit behind levees.

### Med spa and healthcare SEO

Folsom, Roseville and Lincoln grew faster than Sacramento from 2020 to 2025, so our med spa SEO, Google Ads and booking pages name them.

Section 651 of the Business and Professions Code sets the rules for before-and-after photos. The pair names the procedure and the two images are comparable. The ad also says the same results may not occur for all patients.

Folsom, Roseville and Lincoln each grew by more than 13 percent from 2020 to 2025, while the City of Sacramento grew about 2 percent. A practice that serves those towns needs pages that name them, not only Sacramento.

- California rule: B&P Code 651
- Fast-growing towns: Folsom, Roseville and Lincoln
- Services: Med spa SEO, Google Ads, booking pages

### Roofing

Sacramento roofers need inspection pages up in October and storm pages through winter; we build both, with the C-39 license number beside the phone. About 82 percent of Sacramento’s normal yearly rain falls from November through March, and June through September get about a third of an inch combined. Inspection and gutter pages belong online in October, leak and storm pages through the winter.

Sacramento County was part of federal major disaster declarations for winter storms and flooding in 2017 and again in 2023. Unlicensed repair of damage from a declared disaster is a separate crime under section 7028.16, so storm pages put the license number next to the phone number.

A roofer’s license must carry the C-39 class before it advertises roofing, and section 7027.1 counts online ads and directory listings as advertising.

- California rules: B&P Code 7027.1, 7030.5 and 7028.16
- License: CSLB C-39, Roofing
- Season: Rain from November to March

### Property management

For Sacramento property managers, we write owner pages that say whether the city’s rent cap and inspection program, or the county’s, cover each property. The City of Sacramento’s Tenant Protection Program caps yearly increases on covered units at 5 percent plus inflation, never more than 10 percent. From July 1, 2026 the cap is 8.6 percent, and rent may rise only once in 12 months. Units built after February 1, 1995, single homes and condos are exempt from the city cap, though some still fall under the state one. Landlords register covered units every year.

The city’s Rental Housing Inspection Program also has owners register each rental property. Properties that pass move to self-certification, where the owner inspects every unit each year and at each change of tenant.

Those are city rules. Unincorporated Arden-Arcade, where 53.8 percent of occupied homes are rented, sits outside them. Sacramento County runs its own rental inspection program there, and the state rent cap in Civil Code 1947.12 can apply. Owner pages should say which rules cover each property.

Every California lease signed since July 1, 2018 must disclose when the owner knows the home is in a special flood hazard area or an area of potential flooding. In a region of levee-protected basins such as Natomas, that question belongs on listing pages and in the FAQ.

- City rule: Sacramento City Code chapter 5.156
- State rule: Government Code 8589.45
- Our build: Property manager’s website

### Real estate

Our listing and neighborhood pages for Sacramento agents disclose any altered photo and carry the agent’s name, license number and responsible broker. Since January 1, 2026, a California agent who uses a digitally altered photo in an ad for a home for sale must say so and link to the original. Virtual staging and AI edits count. Lighting, cropping and color correction do not.

In Natomas, the Army Corps began further levee work in 2019. The aim is to protect the basin from at least the kind of flood that has a 1-in-200 chance in any year. Neighborhood pages can point buyers to the flood agency’s own information.

Under section 10140.6, marketing meant as a first point of contact, online ads included, carries the agent’s name, license number and responsible broker. Posts and ads then send buyers to those pages.

- California rules: B&P Code 10140.6 and 10140.8
- Our client: Real estate agency
- Result: Clicks 1,545 to 2,478, July to September 2026 against 2025

## How to choose the best digital marketing agency in Sacramento

These five questions work for any agency you are weighing for SEO, web design or ads, us included. The answers show who knows the region beyond its name.

1. **Ask who owns the accounts.** Your Google Ads, Business Profile, analytics and domain should sit in your name, so they stay yours whoever runs them.
2. **Ask a California question.** A property management agency should know whether a unit falls under the City of Sacramento’s rent cap, and a roofing agency which license class a roofer needs before advertising roofing.
3. **Ask which communities they would start with.** Elk Grove, Carmichael and Antelope each need their own page, so an answer that stops at "greater Sacramento" has skipped a step.
4. **Ask how the ads are targeted.** They should say how the budget splits across Sacramento, Placer, Yolo and El Dorado counties, and whether the campaigns reach people in the area or anyone interested in it.
5. **Read the reviews for the work.** Skip to the reviews that name a job and how it turned out. Kihan Marketing is rated 5.0 on Google.

## Your Sacramento questions, answered

### Do you have an office in Sacramento?

No. We work remotely, inside accounts you own: your Google Ads, your Business Profile, your Search Console and your website. You can see every change we make.

### Do you work in Roseville, Elk Grove, Folsom and Davis too?

Yes. Elk Grove and Folsom are cities in Sacramento County, Roseville is in Placer County and Davis is in Yolo County. We write a page for each one you serve and target each one separately in your ads.

### My customers are in Carmichael or Arden-Arcade. Is that Sacramento?

Not as a city. Both are county communities, and Sacramento County provides their city-like services. Your customers still search by those names, so we list them as service areas and give each one a page if you work there.

### Can you make a Sacramento website ADA compliant?

We can test it and fix it, whether we built the site or not. We check it against WCAG 2.2 at level AA and fix what fails, such as color contrast, image descriptions, keyboard access, form labels and captions. Then we test it again with a keyboard and a screen reader. We do not use overlay widgets. It is technical work, not legal advice, and no one can promise a site will never be sued.

### Does the city’s rent cap apply to every rental I manage?

No. The City of Sacramento’s cap covers only units inside the city that its code does not exempt, and newer buildings, single homes and condos are among the exemptions. A unit the city exempts, or a rental in an unincorporated area such as Carmichael, may still fall under the state cap in Civil Code 1947.12. Your owner and renter pages should say which applies. This is not legal advice.

### When should a Sacramento roofer start storm marketing?

Before the rain. Most of Sacramento’s rain falls from November through March, so inspection pages go live in October and storm pages run through the winter. Every page and ad carries the contractor’s CSLB license number.

### What are AEO and GEO?

Answer engine optimization and generative engine optimization mean getting your business named in Google’s AI Overviews, ChatGPT and Perplexity. For a Sacramento business, that means pages that plainly answer local questions, such as which towns you serve, plus a current Business Profile.
