03 / 04Property management
Owner and renter pages on the property manager websites we build in Los Angeles cover the state rent cap, move-in photos and the City’s rent stabilization rules. In California, renting out property, finding tenants or collecting rent for someone else for pay is real estate broker work. A third-party property manager works under a broker license from the Department of Real Estate.
State law caps most rent increases at 5 percent plus inflation, or 10 percent, whichever is lower, over 12 months, with some exemptions. For tenancies starting on or after July 1, 2025, the landlord must also photograph the unit at move-in. Owner and renter pages should say so.
Inside the City of Los Angeles, older buildings, generally those first built on or before October 1, 1978, fall under the Rent Stabilization Ordinance. Those units are registered with the Los Angeles Housing Department every year. Since February 2, 2026, landlords can no longer add a utilities percentage to the yearly increase.
