How to Start a Plumbing Business: Licensing, Costs and Your First Customers

A plumber's gloved hand tightens a copper pipe fitting with an adjustable wrench in warm workshop light

Here is how to start a plumbing business. Get the license your state requires for a company, usually a master plumber or a licensed qualifier. Form the business. Carry the required insurance and bond. Equip a van. Then get found by local customers, so your phone doesn’t sit silent after you leave the shop.

Sound familiar?

  • You have the license and the skills. A plumber leaving his father’s company asked r/Plumbing how to get calls fast. Waiting around for the phone to ring scared him.
  • The business side is a blank. “Trouble is I don’t have even the slightest idea on how to get started owning my own business,” one plumber wrote.
  • Insurance looks out of reach. “Comp is stupid expensive and I also have no employees,” says a one-man shop.
  • Cash runs out before the work does. “I can’t tell you how many good plumbers I’ve seen fail because they can’t keep track of bills,” another plumber warns.
  • The start is hard. “My first 2 years were an absolute struggle,” says an owner who now has three trucks on the road.
Key takeaway

The license decides everything else. In many states, a plumbing company needs a licensed master plumber or qualifier on record before it can offer work. Get that, the insurance and the bond in place first. Then a van, the right drain tools and a verified Google Business Profile can carry you to your first paid calls.

What Do You Need to Start a Plumbing Business?

To start a plumbing business, you need a license path, a legal business, insurance and a bond before your first paid job. After that come a van fitted with drain and pipe tools, and a way for people with a leak or clog to find you. The license comes first, because a master plumber license can take years.

  1. Check your state’s license path. Find out which license the company needs and who must hold it.
  2. Earn or secure the license. Earn it yourself, or hire or partner with a licensed master or qualifier.
  3. Form the business. Pick a structure, register with your state and get a free EIN.
  4. Get insured and bonded. General liability, commercial auto and tools cover first. Workers’ comp when you hire.
  5. Equip a van. Buy tools for the work you will take first.
  6. Set up how you quote and get paid. Job software handles quotes, invoices and payment at the door.
  7. Get found. Claim your Google Business Profile, ask for reviews, and apply for Local Services Ads once you are licensed and insured.

What License Do You Need to Start a Plumbing Business?

Plumbers usually move up in levels: apprentice, journeyman and master. Many states also make the company work under a licensed master or qualifier who answers for the work.

Most plumbers learn the trade through “a 4- or 5-year apprenticeship,” says the Bureau of Labor Statistics. Apprentices typically get 2,000 hours of paid on-the-job training each year, according to the BLS. An exam then makes them journey-level, and more years plus another exam earn master status. As the BLS puts it, “Some states require master plumber status in order to obtain a plumbing contractor’s license.”

The company license is the step new owners miss.

How to start a plumbing business in Texas

To start a plumbing business in Texas, the company must secure a Responsible Master Plumber. A plumber going solo first earns journeyman and master licenses. The Texas State Board of Plumbing Examiners (TSBPE) issues these licenses. Apprentices register first, because hours worked before you register do not count, the board warns.

A Texas journeyman needs at least 8,000 hours in the trade and an approved 48-hour course, or a DOL apprenticeship, per the TSBPE. To apply for master, you must have held a journeyman license for two years. With an approved apprenticeship, one year is enough, per the master plumber page.

A master license alone does not let you run a company. In Texas, anyone who offers plumbing “must secure the services of a responsible master plumber,” under Occupations Code 1301.351(a-2). As of October 2026, a Responsible Master Plumber (RMP) needs at least $300,000 of commercial general liability insurance, per the TSBPE and Section 1301.552. An RMP can serve only one company at a time, the board adds.

The Texas RMP also pulls permits, requests inspections and makes sure every worker holds a license, per the TSBPE. Service vehicles must show the company name and the RMP’s license number, the board says. Each bid, invoice or contract must list the RMP’s name and license number, plus the board’s name, address and phone, under Section 1301.302. To renew, Texas licensees take six hours of classes each year, under Section 1301.404.

As of October 2026, the TSBPE lists a $225 initial application fee for the RMP designation and a $300 renewal fee.

So a Texas journeyman leaving a shop holds that license two years, passes the master exam, then gets the RMP designation and insurance.

Can You Start a Plumbing Business Without Being a Plumber?

In many states, yes, but only by hiring or partnering with a licensed master plumber or qualifier who answers for the work. You own the company. They hold the license it runs on.

  • Texas: The company must “secure the services of” a Responsible Master Plumber. The law names “the owner of a plumbing company” apart from license holders (Occupations Code 1301.303).
  • California: A qualifying individual brings the experience. It can be an officer (RMO) or an employee (RME), per the CSLB. As of October 2026, an RME also needs a $25,000 Bond of Qualifying Individual (CSLB). So does an RMO who owns less than 10% of the voting stock.
  • Florida: A business works through a certified or registered qualifying agent, under Florida Statutes 489.119. If the agent leaves, the business has 60 days to hire another, the same statute says. Until it does, the business can’t take on contracting work.
  • Washington: The company names a certified “dedicated plumber,” who “could be an owner/partner or a full-time employee,” per L&I.
  • Arizona: The qualifying party can be someone who “Is regularly employed by the licensee,” under A.R.S. 32-1101.
  • Colorado: A plumbing contractor “must either be, or employ full-time, a master plumber,” under C.R.S. 12-155-108, which the State Plumbing Board enforces.
  • New York City: Effectively no. Master plumbers must hold at least 51% of a corporation, per the Department of Buildings.

The risk is plain. The business rests on one person’s license. In North Carolina, all contracting, even work in progress, “must cease until another licensee is put in place,” per the board’s FAQ. Put the arrangement in writing, and have a lawyer in your state review it.

How Much Does It Cost to Start a Plumbing Business?

A new plumbing business can expect to spend $10,000 to $50,000 to start, by ZenBusiness’s estimate (July 2026). A second ZenBusiness guide (June 2026) gives $5,000 for a small, home-based shop up to $100,000 for a shop with employees and several vans. For a solo start, the vehicle is the largest line in ZenBusiness’s July 2026 estimate, at $10,000 to $50,000 for the van alone.

Take a journeyman going solo in a paid-off truck. The first big tool might be a sink machine, like the RIDGID K-45 at $564.99 on Zoro in October 2026. Insurance then becomes a monthly fixed cost. As of August 2026, Insureon’s plumber medians are $147 per month for general liability and $285 per month for commercial auto. Put those costs into the break-even calculator below. A new van instead moves the start toward the top of the range.

Can You Start a Plumbing Business With No Money?

A plumbing business can start lean, but not with nothing. The license, insurance and bond cost money before your first job. A lean start looks like this:

  • Use the truck you have. If it carries your tools safely, the van can wait. Tell your insurer it is a work vehicle.
  • Buy the drain machine you will use most. Rent or borrow the rest until jobs pay for them.
  • Take work that pays on completion. Service and repair calls pay at the door. “Stay away from remodels or big service contracts that require you to float a lot of cash,” the same plumber advises.
  • Track every bill from day one. Know what you owe each month.

As of October 2026, the SBA microloan program lends up to $50,000 to help small businesses start up, and microloans average about $13,000 each. Rates on these microloans are generally 8% to 13%, and the longest term is seven years, says the SBA. For bigger needs, SBA 7(a) loans go up to $5 million, as of October 2026.

Before you borrow, find your break-even point. The SBA’s formula is fixed costs divided by the price per unit minus the variable cost per unit. For a plumber, a unit is a job, and the variable costs are its parts and fuel.

How many jobs do you need to break even?

  • Monthly fixed costs (van payment, insurance, phone, software)
  • Average price per job
  • Average parts and fuel cost per job

It divides your fixed costs by what each job leaves after parts and fuel; round the answer up to a whole job. If the answer is negative or blank, each job costs more than it brings in, so raise your price before you count jobs.

How Do You Set Up the Plumbing Business?

To set up a plumbing business, choose a structure, register with your state, get an EIN and open a business bank account. Then tie your plumbing license to the company.

  1. Choose a structure. A sole proprietorship is the simplest. But “You can be held personally liable for the debts and obligations of the business,” warns the SBA. An LLC protects you from personal liability “in most instances,” the SBA says.
  2. Register with your state. As of October 2026, the SBA says it costs less than $300 in most cases. An LLC needs a registered agent in your state before you file.
  3. Get your EIN. It is free on the IRS site and issued online “in minutes.” Form your LLC first, or the IRS says your application may be delayed.
  4. Open a business bank account once you have your EIN, so supply house bills, permit fees and job payments stay apart from your own money. Ask an accountant about S corp status later.

Next, match the license to the company. In Florida, a company must apply through its qualifying agent, under Florida Statutes 489.119. In North Carolina, the license must be listed in the name the business uses, per the board. As of October 2026, a California LLC license needs a $100,000 worker bond on top of the $25,000 contractor bond, per the CSLB. As of October 2026, the LLC also needs at least $1 million in liability insurance with five or fewer people on record, per the same CSLB page.

You may read that new companies must file a beneficial ownership (BOI) report. As of October 2026, FinCEN says “U.S. companies are exempt.”

What Insurance Does a Plumbing Business Need?

A plumbing business needs general liability, auto cover for the van, and tools cover from day one. Add workers’ comp when you hire, plus a license bond where your state requires one.

General liability covers “bodily injury, property damage,” lawsuits and more, per the SBA. For a plumber, that is the ceiling that came down after a fitting let go.

Commercial auto covers the van. “Most states require this coverage for vehicles owned by a business,” says Insureon. Tools coverage, also called inland marine, can pay for lost, stolen or damaged “wrenches, drills, pipe cutters, and other portable equipment,” per Insureon.

CoverageWhat it coversMedian for plumbers at Insureon (as of August 2026)
General liabilityInjury and property damage claims from your work$147 per month, or $1,768 annually
Commercial autoThe van and the people in it$285 per month
Tools and equipment (inland marine)Tools lost, stolen or damaged on the road or at a job$42 per month
Workers’ compensationInjured employees’ medical bills and lost wages$179 per month
Business owner’s policyA bundle of common coverages$213 per month
Commercial umbrellaExtra limits above your other policies$93 per month
Surety (license) bondWhat your state requires for the license$8 per month

Insureon’s medians come from small plumbing shops that got quotes through it. The general liability median at Insureon is for a policy with $1 million per occurrence and $2 million aggregate limits, as of August 2026. At NEXT, another insurer, most plumber customers pay $55 to $328 a month for general liability, as of October 2026.

When do you need workers’ comp?

In most states, you need workers’ comp once you hire. The SBA lists it for every business with employees, and notes that laws vary by state.

Texas is the exception. In Texas, private employers can choose to carry workers’ comp, and it is not required in most cases, says the Texas Department of Insurance. Opt-out employers lose the state’s liability limits and “may be sued by their employees who are injured on the job,” per a TDI report.

A one-person shop with no employees may not need comp, depending on your state. The day you hire a helper, check again. Comp is a big cost. As of August 2026, the workers’ comp median for plumbers at Insureon is $179 per month. NEXT reports a $209 monthly median as of October 2026.

Before your first paid call, check these off.

  • Your license, or your master’s or qualifier’s, is active and tied to the company
  • Any state license bond is filed
  • You hold a general liability certificate you can show customers and Google
  • The van has a commercial auto policy
  • Workers’ comp is in place, or your exemption is on file
  • You know how your city handles plumbing permits and inspections
  • In Texas, the van shows the company name and the RMP’s license number

What Tools and Van Do You Need?

A new plumbing business needs a reliable cargo van, hand tools, at least one drain machine, and tools for the pipe it works on most. Buy for the work you will take first.

  • Sewer camera and locator. The camera shows the problem. The locator shows where to dig.
  • PEX tools. Expansion or crimp tools and cutters.
  • Water heater gear. An appliance dolly, a drain hose and a pump.
  • Hand tools. Pipe wrenches, pliers, tubing cutters, a torch kit and a wet/dry vac.

The cost table above lists October 2026 prices for drain machines, a sewer camera, press tools and a jetter.

Service and repair van

Leaks, fixtures, water heaters and small drain calls. Most jobs pay when done.

  • Best for a solo journeyman or master going out alone
  • Core kit: hand tools, a sink machine, PEX and press tools, a water heater dolly

New construction

Rough-in and finish work on new homes for builders. Volume is steady, but you buy material up front and bill the builder later.

  • Best for a shop with a crew and cash in reserve
  • Core kit: press and PEX tools, cutters, a trailer or rack for pipe

Drain and sewer specialist

Clogs, main lines, camera checks and jetting. The machines cost the most. In Texas, drain cleaning has its own registrations, per the TSBPE.

  • Best for a plumber who wants urgent calls
  • Core kit: a sink machine, a drum or sectional machine, a sewer camera and locator, a jetter later

How Do New Plumbing Companies Get Customers?

New plumbing companies get customers from Google first: a verified Google Business Profile, reviews, and Local Services Ads once the license and insurance pass screening. Repeat accounts fill the gaps.

Emergency calls, like a burst pipe, go to whoever answers first. Planned jobs, like a water heater swap, get compared. Our page on winning emergency and planned plumbing jobs covers how each is won.

How should a plumber set up a Google Business Profile?

A plumber who works at customers’ homes should set up the Google Business Profile as a service-area business. Google uses a plumber as its own example. If you run the business from your home, Google’s guidelines say to clear that address from the Business Profile. Then list where you work. As of October 2026, you can set up to 20 service areas, by city or postal code, according to Google’s service area page.

Service areas tell customers where you work. They do not stretch how far you rank. Google ranks local results on relevance, distance and prominence, per its ranking page (its summary line now says “popularity”). So the map results, the local pack, favor plumbers near the searcher. Pages for each town you serve help you reach the rest.

“More reviews and positive ratings can help your business’s local ranking,” Google says.

Can a new plumber use Local Services Ads?

Yes. A new plumbing company can run Local Services Ads once it passes Google’s screening. Plumber is a listed US category, and you pay for leads, not clicks. Google calls plumbing an urgent category, so plumbers get extra screening, including background checks, per its screening page. For select advertisers, Google may also check your liability insurance and state license. You need a verified Google Business Profile. As of October 2026, screening takes 3 to 4 weeks on average after you send your documents, per Google.

As of October 2026, the Local Services Ads badge is called Google Verified. Google is also moving Local Services Ads into Google Ads, as Performance Max campaigns with pay-per-lead goals. Some plumbing advertisers moved in the first phase, which began in August 2026. Service-area businesses without a storefront follow in late 2026, per Google. New advertisers still sign up at g.co/localservices for now. Our comparison shows when pay-per-lead ads beat pay-per-click ads.

Are property managers and builders good customers for a new plumber?

Property managers and builders can be good repeat customers for a new plumbing company. Property managers call plumbers for leaks, clogs and water heaters in their rentals, and builders need rough-in and finish plumbing on every new home. One good account can mean steady calls. The trade-off is cash flow: you bill and wait. Keep drain and repair calls coming so you never wait on a single check.

Bigger jobs can need a performance or payment bond. As of October 2026, the SBA can back contract bonds on non-federal contracts up to $9 million, per its surety bond page.

Your first-month checklist

  • Claim and verify your Google Business Profile, with the address hidden if you work from home
  • Choose Plumber as your category and list your real service areas, up to 20
  • Add photos of your van, your work and your crew
  • Ask every customer for a review
  • Use the same business name, phone and service area everywhere you are listed
  • Build a website with a page for each main service, such as drain cleaning and water heaters

For the full playbook, read our guide to ranking a home service company on Google and how to optimize a Google Business Profile.

How Much Should a New Plumbing Company Spend on Marketing?

There is no fixed percent-of-revenue rule for a plumbing marketing budget. Set the budget from what a job is worth to you, how many calls you book, and how many jobs you need. “There’s no hard and fast answer to how much your marketing budget should be,” says an SBA blog post from 2019.

Start with the jobs. Say you need 40 jobs a month, such as clogs, leaks and water heater swaps, and you book half the calls you get. You need about 80 calls. Then decide the most you can pay to win one job and still make money on it.

Cost per lead is what you pay for each call or message. Cost per booked job is what you pay for each call that turns into work. Each month, divide your marketing spend by the jobs it booked. Compare that with what one job earns you after parts and labor.

Our home services marketing page takes the same job-value approach.

Is a Plumbing Business Profitable?

A plumbing business can be profitable and worth it, if you get through the first lean years and keep tight books. Demand is steady, as the growth figures below show.

7% is the projected job growth for plumbers, pipefitters and steamfitters from 2025 to 2035, much faster than average.

Source: BLS, August 2026

About 42,000 openings for plumbers, pipefitters and steamfitters are projected each year.

Source: BLS, August 2026

Pay data needs care. The median wage for plumbers, pipefitters and steamfitters was $63,800 in May 2025, per the BLS. The BLS wage data leave out self-employed workers, so they say nothing about what owners earn. In the same May 2025 BLS data, the lowest 10% earned less than $44,150 and the top 10% more than $108,420 a year.

Going out on your own puts you in a small group. The BLS counts 8% of these workers as self-employed. “Plumbers are often on call for emergencies, so evening and weekend work is common,” the BLS says.

Quick check: are you ready to go out on your own?

  1. Do you hold the license your state requires for a company, or have a master or qualifier lined up?
  2. Have you run plumbing jobs on your own, from quote to payment?
  3. Do you know how many jobs a month you need to break even?
  4. Could you cover a few slow months of van, insurance and phone bills?
  5. Are you ready for evening and weekend emergency calls?
0 to 1 yes
Not yet. Start with the license question and the break-even calculator above.
2 to 3 yes
Getting close. If question 1 is a no, fix that first.
4 to 5 yes
Nearly ready. Work through the before-your-first-paid-call checklist above, then start booking jobs.

What to Do First

  1. Call your board. Use the state table above, and ask who must hold the license for a plumbing company.
  2. Price the first year before you give notice. Get general liability and commercial auto quotes, then run the break-even calculator.
  3. Claim your Google Business Profile early. Your first customers can then leave reviews from your first week.

Questions About How to Start a Plumbing Business

Do plumbers need to be bonded?

In many states, yes, as part of the contractor license. As of October 2026, California requires a $25,000 contractor bond, per the CSLB. As of October 2026, Washington requires a $6,000 plumbing contractor bond, per L&I. The bond amount is not the price. As of August 2026, plumbing businesses pay an average of $8 per month for a surety bond, per Insureon.

Do you need workers’ comp as a one-person plumbing business?

Sometimes not, while you have no employees. It depends on your state. California lets a C-36 plumbing contractor with no employees file an exemption, per the CSLB. Florida lets an applicant attest that it will get an exemption within 30 days of the license, under Florida Statutes 489.115. Once you hire, plan on comp, with Texas as the opt-out exception.

How long does it take to become a master plumber?

Usually several years. In Texas, a journeyman needs 8,000 hours, per the TSBPE. Then you hold that license two years before you apply for master, per its master plumber page. Colorado asks for five full-time years, or 8,500 hours, per the State Plumbing Board. New York City asks for seven years within the last ten, per the Department of Buildings.

How long does Local Services Ads screening take?

Local Services Ads screening takes about 3 to 4 weeks on average after you submit your documents, per Google, as of October 2026. After the first checks, Google can show your ads before the badge arrives, listed below fully verified providers, says Google’s setup guide.

What type of plumbing work makes the most money?

For a new company, service and repair work often pays best, because it pays quickly and comes often. Leak, fixture and water heater calls usually pay when the job is done. Drain and sewer work and new construction tie up cash first, in machines or in material you bill for later. Start with service and repair, then add drain work as cash allows.

I highly recommend Kihan Marketing. Kiran is an incredibly talented, skilled, and thoughtful web designer. What impressed us most was that he didn't simply build a website, he took the time to truly understand our business, our vision, and the local Koh Samui real estate market. Throughout the process, Kiran provided valuable advice and creative ideas that helped shape the brand and support the growth of our business. His attention to detail and understanding of what makes a business unique resulted in a website that feels truly personal to our brand. He created the beautiful website for [a real estate agency in Thailand]. It represents the elegance, professionalism, and identity of our business beautifully. Thank you, Kiran and Kihan Marketing, for bringing our vision to life. Highly recommended!
